CALL TO ORDER
Pat Niblett, acting as chair, called the meeting to order at 1:20 P.M. Pat welcomed Grant Sinclair (MBLA) to the meeting.

REPORTS
PRESIDENT : Pat Niblett
Residency Rule
Pat read a letter from Ann Kilby who swims with the Carleton WhiteCaps and now resides in Quebec. Ann swims under her club's banner when she competes at swim meets and feels that her times should be eligible for Ontario Top Ten and Records. She hurts her club's chances for records if she participates in relay events because of the residency rule.
A copy of the letter expressing the board's view and its decision from the February board meeting has been forwarded to Ann. The board feels that it has dealt with the issue to the best of its ability and should anyone wish to pursue the rule change further it is suggested that they put forth a notice of motion for a rule change at the next AGM.
Provincials - Lynn Marshall
Lynn asked if the pool at Brantford had been measured and the loopholes fixed concerning record applications. Chris confirmed that Etobicoke has informed the officials of the proper procedures for pool measurement and they have informed the surveyor of whom to contact if
the measurement is not correct. Michael Stroud said that they have implemented the proper procedures at Brantford. Michael will definitely make sure they measure the Brantford pool correctly.
VICE PRESIDENT : Chris Smith
Awards
Chris will be ordering medals next week. He orders the medals in quantities of 500. This will cover awards for the provincials and the open water swims this summer.
Insurance
Grant Sinclair (a lawyer) will review the policy although he is not in this field he has experience with the language used in legal documents.
TREASURER : Darlene Brown
Outstanding Liabilities
The insurance fee paid to Swim Ontario is based on the previous years numbers. Darlene will pay $8,000 to MSC for national registration fees. The final payment to MSC is due in June.
Financials and Budget
Darlene presented the financial statements and a proposed budget.

Don has organized the binders and boxes of MSO's archived documents.

Upcoming Meets
Welland Y Masters cancelled their open water swim scheduled for July 19, 1997. Technosport Swim and Triathlon Club held an 800/1500 free meet on May 3. Rideau Speedeaus received sanction for their meet on February 14, 1998. Burlington Masters received sanction for their meet on February 15, 1998, and Nepean Masters Swim Club has their Winterlude meet sanctioned for February 21, 1998. Cheryl will be sending out Georgian Bay's meet package next week.

Officials Needed
A request for officials' help for Canadian Nationals in Montreal appeared in the Officials Committee news letter. Anyone wishing to help can contact Carole Thomas (514) 697-8341.
Place Judging
FINA has brought down a new rule that they will no longer require place judges when electronic timing is used with backup manual timers or three manual timers per lane.
Provincials
Andrew Buxton (EOM) and Don Clinton (NMSC) talked it over and decided that Nepean Masters would bid to host the 1998 Provincials and the 1999 Nationals. Etobicoke Olympium Masters would bid to host the 1999 Provincials.

Club Scoring Questionnaire
Barrie received 85 club scoring questionnaires which were sent to all registered swimmers. The results of the scoring questionnaire were analyzed, and 70 per cent of those responding wanted scoring on a trail basis and 79% wanted some reward for participation. Based on the
results of the questionnaire it was decided to proceed with club scoring at the Provincials.
Geoff Camp suggested that the divisions between club groupings should be 50 and 75 swims at the meet. Clubs with up to 50 swims would be in the small group, 50 to 74 would be in the medium group and clubs with 75 swims or over would be in the large group. Bonus points would be based on the percentage of registered swimmers from the club participating at the provincials.
Draw for Provincials
Five questionnaires were drawn to have their entry fee to Provincials reimbursed by MSO. The winners are:

Conference Call
The conference call on March 23 was originally set up to discuss rules but they discussed other items and they scheduled another conference call for March 27.
Rules
There was no agreement on rules but they agreed that the copy mailed to clubs was a draft version. Then specific rule discrepancies were passed back to the rule's committee for further discussion.
Morocco Worlds 1998
Brian Turnbull (MSC President) sent a letter to Bruce Rogers expressing MSC's concerns about holding the Worlds in Morocco. There was no follow up action concerning this letter.
Pan Pacific Meeting
The Pan Pacific countries will hold a meeting at the Pan Pacific Championships in June.
MSC's Computer Equipment
Jackie Spry received the equipment David Tree returned and she will be using it to set up the new MSC web page.
MSC News
May 15 is the deadline for material for the summer edition of MSC News.

Registrations for 1996/1997 season:
The current registration figures are 80 clubs, 2022 club swimmers, 31 unattached swimmers, and seven mailing memberships.
RECORDER : Michael Stroud
Records
Michael will update the short course records before the Provincials. Michael is still waiting for meet results from Variety Village. Vinus van Baalen set two pending world records at Dalewood and Etobicoke. MSC's scm and lcm Top Twenty are now available.
Provincials
Four hundred and ninety-one swimmers have entered the 1997 Provincials. They have cancelled the banquet because only 53 people had signed up for it. They will publish the names of the winners of the draw on the heat sheets.
Web Site
Michael has completed designing MSO's web page and is now looking for a site for it. His web site has received great reviews from the people who evaluated it. Michael will locate a service provider for the web site and the board would review the service in six months. A letter will be sent to the service provider indicating that the board requests the right to close the site for any reason. The MSO board thanked Michael for all his work in creating the MSO web site.
Safety Rules
The French translation of the safety rules is still not adequate. Michael will forward the safety rules to Gordon Knowles of Quebec to translate professionally.
NEW BUSINESS
Reimburse Expenses: Cheryl Blay
Cheryl Blay attended Swim Ontario's AGM as the official MSO representative due to Chris Smith being unable to attend.
Motion: Geoff Camp / Darlene Brown
To pay half the cost of Cheryl Blay's accommodations to attend Swim Ontario's AGM to replace Chris Smith who couldn't attend the meeting.

Open Water Swims - unsanctioned
TBM Sports and Fitness and Running Room Ltd are running a series of open water swims this summer with distances varying from 750m to 4000m. These open water swims are NOT sanctioned by MSO but may be of interest to distance swimmers.

Committees and Structures
The new committees and structures will be discussed at the next meeting. The board members should have their own area completed with a summary of each committee and the top three actions to be accomplished.
New Board Members
The board has received inquiries from members wishing to sit on the board of directors. There are two positions available whose term would end at the next AGM.

The President contact the people who have expressed interest to serve on the board and obtain a consent to serve form for ratification at the next board meeting.

A computer for the registrar will be purchased.
