CALL TO ORDER
 Sharon Cockerton, acting as chair, called the meeting to order at 11:35 am

ACCEPTANCE OF MINUTES OF MARCH 21 MEETING
 Clarifications:
1. Under New Business: warmups was talking about meets not practices
Amendments:
1. The rules committee discussed whether MSO should still pring a copy of the MSO rules, as they are virtually identical to the MSC rules.  It was decided the MSO rules would be printed in the handbook.
2. When the file structures are in order, the results will be sent to Barrie for inclusion on the web site.
3. Under Competition: a change will be made to the meet safety procedures to ensure that during warmups, all swimmers circle swim in opposite directions in adjacent lanes.

 MOTION: GEOFF CAMP/RALPH CHOWN
 To authorize up to $500 to purchase a back-up device and auxiliary equipment for
 the MSO computer and Registrar.
           CARRIED

Decision by Board to divide the Registrar’s position, left vacant by Bruce Fairbrother’s passing, into 3 separate positions as follows: 1. Board meeting minutes - to be handled by the Board members; 2. Registration and Information duties; 3. AGM duties.

MOTION: PAT NIBLETT/RALPH CHOWN
To allow a maximum of $200.00 in petty cash to be available for the Registrar’s needs and to be held by the Registrar.  All receipts to be balanced prior to further advances.

MSC: GEOFF
MSC AGM is to be held on Sunday May 17, 1999 in Ottawa between the two sessions that day at nationals.
Board of Directors meeting is to be held on Friday, May 15, 1999 before the
Nationals.
A number of motions are to be put forth and Geoff asked for Ontario’s position
on them.
  Motions are as follows:
a. To pare down the current top 20 listing to a top 10 listing for Canada.
Ontario to vote against paring down list
b. To change voting structure at the MSC level from one vote for each Province through, their provincial rep to the MSC Board, to one vote for each registered swimmer present at the meeting.
Ontario to vote against.
c. To have the marketing committee, hire a professional to solicit sponsorships for MSC in the long term.
Ontario to vote for providing there is to be a net sponsorship positive in the end.
Ontario will put forth its own motion to change the voting structure at the MSC Level from one vote for each Province, through their provincial rep to the MSC Board, to one vote for each region.  The five regions would be as follows:
    i. Atlantic Provinces
    ii. Quebec
    iii. Ontario
    iv. Western Provinces
    v. British Columbia

MSC fee is being sent with Geoff to the MSC AGM

2) World Police and Fire Games
Geoff has not received a reply as yet to his letter to Walt Reid of USMS

Ralph will be contacting all clubs to see if they have an email address and whether they would be happy to receive a copy of the minutes by email rather than by Post.

Barrie will post a request for people interested in doing the Registrar’s position.

 FITNESS: GRANT
Fitness Clinic was held at the Etobicoke Olympium April 17/99.  There were 14 participants and three presenters.  The three presenters were very well received and the clinic seemed to be successful.  Due to lack of notice many people who were interested were unable to attend.
 
Grant proposes to repeat the clinic in the fall when it would not interfere with the meet schedule and to try it in Ottawa as well.

  Grant will send questionnaires to participants for feedback on the day.

  MSO broke even with 14 participants.

 COMPETITION: CHERYL (ABSENT)
  Georgian Bay Masters was awarded the 1km and 3km Open Water Provincial
  Championships.

STATISTICS: LESLEY
There is a continuing problem with registration. In every meet there are at least 2-3 people for whom there is no registration record.  Lesley will ask for an up-to-date membership list from the acting Registrar.

There have been problems with the transfer of responsibility from our former statistician to our current statistician.  Michael will help Lesley resolve this issue in the hopes that the statistics posted on the web site will be as current as possible.
 
PROVINCIALS: CHARLIE
London will not be hosting the provincial championships in 2000.
Charlie has heard of some interest from Brantford and will follow up with them.

NEW BUSINESS
MSO ALGONQUIN CLUB for Munich
  Information will be sent out in the fall Club Registration Information.

MSO Board Meetings Minutes:
Discussed the accuracy in the meeting minutes and the Board made the decision to explain in more detail the items under discussion.
The Board appreciates our members extra sets of eyes looking over our shoulders to maintain the accuracy of the information sent to all members.

 BRUCE FAIRBROTHER
The Board expressed everyone’s sorrow at the passing of Mr. Bruce Fairbrother on Wednesday April 14, 1999 of a heart attack and approved a $50.00 donation to The Heart & Stroke Foundation in his memory.
